We are currently looking for a Chief Risk Officer , for a private bank based in Monaco.
DUTIES
One of the key responsibilities is to form and maintain a strong risk partnership with senior management and provide both constructive challenge and leadership in the identification and mitigation of risk, encompassing Credit, Operational, Treasury (encompassing Market, Capital, Liquidity and Funding risks), Fraud and other commercial risks.
• Member of the Operational Committee representing the “Risk second line of defence” - acting as a central point of communication, coordination and oversight for risk across the legal entity.
• Managerial responsibility for the Credit Risk, Cyber and Information Security Risk, Independent Controls and Operational Risk teams in Monaco, which will report to this position. Indirect responsibility for managing the Fraud and Treasury risk agenda.
• Chairperson of the Monaco Risk Committee.
• Chairperson of the Monaco Permanent Control Forum.
• Oversight of the Internal Control Report for the ACPR and the yearly Control Plan.
• Independent oversight and assessment of the risk framework implementation.
This includes:
o Ensuring that a Risk appetite is set and approved by the local Boards / Audit Committees and Executive committees, and that an effective framework is established to monitor, reporting and managing against the Risk appetite.
o To direct the development and implementation of local standards, policies and procedures where necessary to augment and compliment the Group standards, policies and procedures. Further, to evaluate and manage the implementation of Group policies in the local banks.
• Ensuring that all risk exposures are regularly reported to the local management committee, audit committee and Board. Ensure appropriate escalation of “out of appetite” risk situations.
• Ensure that local risks are appropriately managed through a consistent control framework aligned with Groups Standards and local regulations.
• Provide effective governance of key risks and controls.
• Set up new or enhance existing process.
• Homogenise the risk practices and enhance risk awareness.
• Review and challenge key local stakeholders’ decisions.
• Interact on an on-going basis with all lines of defence and heads of businesses.
• Gather, collate and analyse Key risk and key performance indicators across the platform.
• Follow up of all kind of issues. (Regulators, External Auditors, BIA, M&T…)
PROFILE
The right candidate should possess a relevant professional experience in a Financial Services firm. This should have included exposure to a variety of Wealth businesses, and interacting with Senior Management. Understanding of the control, regulatory and risk issues in Financial Institutions. This would include a familiarity and knowledge of investment products and offshore markets. Good understanding of credit, finance and market risk areas. He should understand the regulatory environment in Monaco and have an appreciation of the regulatory environment in Europe. The right candidate should display willingness and initiative to learn about new processes & products, and demonstrates a good understanding of change management
