We are currently looking for a Financial Crime MLRO, for a major investment bank based in Paris.
OVERALL PURPOSE OF THE ROLE
The Financial Crime MLRO for the bank (Paris) is accountable for the following (this activity will form circa 50% of the role):
-Provide oversight of compliance with Bank's AML, ABC and Sanctions Policies, related standards and local Financial Crime laws and regulations across first and second lines of defence (1LOD and 2LOD).
-Provide advice and guidance across 1LOD and 2LOD to support mitigating Financial Crime risks.
-Report / escalate to relevant stakeholders BI France related Financial Crime issues and provide MI as appropriate.
The Financial Crime MLRO is additionally part of the Bank's Corporate Financial Crime Team and will be engaged in the following (this will form circa 50% of the role):
-Be a trusted and valued partner to business line colleagues providing consistent, informed, expert advice and guidance on financial crime, specifically in respect of business activities across Bank's Western Europe offices.
-Represent the Bank's Corporate FC team at Risk Fora to ensure effective level of advice and appropriate challenge is provided in respect of customer related risk decisions.
-Support the Bank's PLC Corporate Head of Financial Crime to ensure visibility of audit and assurance engagements, control issues and change projects impacting Bank's Western Europe offices.
-Review and provide feedback on AML policies and Standards along with other key documentation as appropriate.
DUTIES
-Perform a risk assessment of the activity of the branch and implement the appropriate controls to mitigate the risk.
-Oversee the activities in France to ensure compliance with applicable bank’s Financial Crime standards and related local laws and regulations, identifying non-compliant activities and monitoring mitigating actions.
-Report / escalate to relevant stakeholders BI France related Financial Crime issues and provide MI as appropriate.
-Act as the point of contact to the French regulator Autorité de Contrôle Prudentiel et de Résolution (ACPR) on Financial Crime subjects.
-Act as a reporting officer and correspondent to French FIU TRACFIN and answer official requests.
-Investigate suspicious activities and report them to the French FIU in compliance with France
law.
-Prepare annual regulatory reports on the Financial Crime framework.
-Monitor regulatory changes in France impacting Barclays’ Financial Crime processes and procedures, update the France Financial Crime policies and procedures accordingly and escalate as appropriate.
-Update France training materials as necessary (e.g. change of organisation, of regulation) and deliver face-to-face training to all BI France new joiners, as well as adhoc training to existing staff of the Paris office, on Financial Crime related matters.
-Provide subject matter expertise, advice and guidance to the bank's business and other key stakeholders, including senior management in relation to the escalation of Financial Crime related queries and issues.
PROFILE
-Fluent in English,
-Proven technical expertise in the field of Financial Crime – including domestic and international laws, regulations, and best practice regarding Financial Crime (5-7 years’ experience),
-Proven technical expertise in understanding, assessing and mitigating the Financial Crime risks,
-Experience of working within a highly regulated environment along with a sound understanding of the current environment and key issue within financial services,
-Numerate and financially literate; able to understand and contribute to the business discussions,
-Skilful co-ordination in working across a wide range of stakeholders both within and beyond the function,
-Creative and forward thinking, striving to improve and find solutions through effective innovation and project management,
-Excellent written communications skills,
-Highly organised and structured.
